Conewago Township Planning Commission

The Planning Commission is composed of seven members appointed by the Board of Supervisors. It is an advisory board on matters of planning, zoning, subdivisions and land development. Applications for Subdivisions and major land development, and ordinances affecting zoning or subdivisions must be reviewed by the Planning Commission. These matters generally then must be approved by the Board of Supervisors or go before the Zoning Hearing Board.

The Planning Commission helped draft the 2005 Parks and Rec Plan. It is also involved in the update of the Township Comprehensive Plan.

These were joint meetings of the Planning Commission with the Board of Supervisors.
Comprehensive Plan usually met first Wed of month at 7:00pm.
With the completion of the draft plan in June 2008, no more meetings are currently scheduled.

Conewago Township Comprehensive Plan

From Mar 2005 to Jun 2008, the Planning Commission worked jointly with the Board of Supervisors with the assistance of the Township Engineer (RETTEW Assoc.) on an update of the township's Comprehensive Plan, a long-range planning document which will serve as a blueprint for changes to the township's zoning map.

  1. The first draft plan was advertised for public review on June 11, 2008. Public Comment was received at the Comprehensive Plan Committee on June 30, 2008.
  2. At the Comprehensive Plan Committee on June 30, 2008, the plan was revised and given preliminary approval. On Jul 9, 2008, the Board of Supervisors directed the engineer update the plan (August 2008 Draft-see below) and send it to the County Planning Commission and all adjoining municipalities for a 45 day comment period. On Wed, Oct 15, 2008 at 7pm at Conewago Elementary School, there was a Public Meeting for the Planning Commission to present the plan and receive public comment. Another Public meeting was held on November , 2008.
  3. After considering Public Comment received, the Planning Commission approved revisions to the Plan on Jan 2009 and forwarded it to the Board of Supervisors. A revised Future Land Use Map was presented to the BOS in April 2009. They returned the Plan to the Planning Commission.
  4. At the June 1 PC meeting, the PC approved another change to the Plan and again forwarded it to the BOS. The BoS had the engineer update the FLU map and plan text to reflect the latest changes. These are shown in the June 2009 Draft (see below) which has been sent to the County Planning Commission and all adjoining municipalities for a 45 day comment period.
  5. The Board of Supervisors held a Public Hearing on the June 2009 Draft Plan on Sept 23, 2009, at the Conewago Elementary School. Any time after the Public Hearing, the Supervisors can vote to approve, reject, or change the Plan. If substantial changes are made, certain aspects of the review process have to be repeated. Any Zoning changes suggested by the Plan would need to be drafted, reviewed and voted on later.

The Draft Comprehensive Plan may be seen by clicking on the links in the table below. A paper copy may be reviewed in the township office. THIS IS A DRAFT PLAN AND IS SUBJECT TO CHANGE AFTER PUBLIC COMMENT.

The document is 188 pages long. Different versions of the plan are between 6MB and 34MB!(a lengthy download). The Future Land Use Map and individual chapters are available separately. Chapter 8 Future Land Use Plan will probably be of greatest interest.

On June 12, 2007, a public meeting to seek community input on the Comprehensive Plan was held at the Elementary School. The community input is summarized in Appendix 1 Public Outreach Initiative

Prior Comprehensive Plans

From Jan 2001 to Dec 2004, the township was a member of the Lower Dauphin Area Regional Planning Group. Read CO's Criticism of LDARPG Conewago Rezoning Plan. Updated Oct 25, 2004 . The township withdrew from the LDARPG in Dec 2004.

Interesting Note: One Supervisor and two Planning Commission members worked on both the 1981 and 2008 plans, 27 years apart!
